Safety is the core element in the air transport industry, without which no operators or organizations can develop their commercial activities in an orderly and healthy mode. In ensuring aviation safety, we are committed to developing, implementing, maintaining and constantly improving strategies and processes to ensure that all aviation activities that take place under our oversight will achieve the highest level of safety performance, while meeting both local and ICAO (International Civil Aviation Organization) standards. Our safety oversight work is internationally recognized: our audit result in Universal Safety Oversight Audit Programme (conducted by International Civil Aviation Organization on Macao’s safety oversight systems) is evident to indicate that our rate of effective implementation is high.
We develop general rulemaking and specific operational policies that are built upon safety management principles. We support the management of safety in Macao through an effective safety reporting and communication system. We guarantee that our colleagues are well equipped with the proper skills to perform safety oversight work.
We take an active role in promoting safety culture within the civil aviation industry in order that the safety practices are performed by all levels of people in an organization. We define clearly within our Authority that all management levels are accountable for performing the highest level of safety. We require that the operators’ management systems reflect a safety management system approach.
In collaboration with International Civil Aviation Organization and other state members or administrations, we put endeavours to promote and enhance safety on the regional level through a coordinated effort. Among the programmes we have joined are the Regional Aviation Safety Group – Asia Pacific, the Cooperative Operational Safety and Continuing Airworthiness Programme – North Asia, and the Flight Procedure Programme.
