Prohibited Acts

According to Clause 4 of Article 2 of the Administrative Regulation No. 16/2022 – “Macao Facilitation and Civil Aviation Security System”, “Acts of Unlawful Interference” refers to acts or attempted acts that endanger civil aviation and air transport security. Such behaviour includes:

      (1) Unlawful seizure of an aircraft;
      (2) Destruction of an aircraft in flight;
      (3) Taking hostages on board an aircraft or at an aerodrome;
      (4) Forcible entry into an aircraft, aerodrome, or aviation infrastructure;
      (5) Carrying weapons, dangerous devices, or materials on board an aircraft or at an aerodrome with criminal intent;
      (6) Use of an aircraft in flight for the purpose of causing death, serious bodily injury or significant property or environmental damage;
      (7) Releasing untrue information at an aerodrome or in the aviation infrastructure, endangering the safety of aircraft in flight or on the ground, as well as the safety of passengers, crew members, ground staff, or the general public.

 

      Article 34 of the above Administrative Regulation, includes the following "General Prohibitions" acts:

          (1) Unauthorized act of climbing over, drilling through, damaging or bypassing the aerodrome fences and other security facilities;
          (2) Entering the airside or security-restricted area of an aerodrome without undergoing applicable necessary security control procedures;
          (3) Crossing a runway or taxiway without authorization;
          (4) Opening any emergency door without authorization, except in the case of imminent danger;
          (5) Boarding the aircraft by force, refusing to disembark, or occupying an aircraft;
          (6) Carrying prohibited articles into an aircraft or into a security-restricted area of an aerodrome without authorization;
          (7) Other acts causing a disturbance to aerodrome order.

       

In addition, Article 35 of the above Administrative Regulation, states "Abandonment of Baggage or Object":

          (1) Abandon any baggage or object anywhere within the aerodrome is prohibited;
          (2) Baggage or object that have no owner or are not under direct custody of the person responsible are deemed abandoned;
          (3) Aerodrome operators must ensure that the regulation of the prohibition on abandonment of baggage or object is publicized through signage or other notice in an appropriate manner.
