Mainland, Hong Kong & Macao hold Air Traffic Management Steering Group Meeting to jointly build a safe and efficient airspace management system for Guangdong-Hong Kong-Macao Greater Bay Area   2026-05-27

The Civil Aviation Administration of China (CAAC), the Civil Aviation Department of the Hong Kong SAR (HKCAD), and the Civil Aviation Authority of the Macao SAR (AACM) held the Air Traffic Management Steering Group Meeting on May 19 and 20, 2026, in Xi'an. The parties jointly reviewed the effectiveness of airspace planning and operations in the Guangdong-Hong Kong-Macao Greater Bay Area Development in 2025 and outlined key cooperation priorities for 2026. This included deciding to fully leverage the research and development advantages of Aviation Data Communication Corporation to promote the "Airspace Management Software Trial Cooperation Plan" using digital means to further provide airspace planning technical support for the integrated development of Guangdong, Hong Kong, and Macao.

In light of potential risks from the interference with satellite navigation signals on a global scale, the meeting placed strong emphasis on the stability and reliability of navigation systems. The three parties agreed to establish a ground-based navigation equipment networking mechanism for the Guangdong-Hong Kong-Macao Greater Bay Area by integrating ground navigation resources from mainland China, Hong Kong, and Macao to enhance the resilience of regional navigation systems and ensure safe aircraft operations during emergencies.

Additionally, another important agreement was reached during the meeting: CAM-Macau International Airport Company Limited signed a “Supplementary Agreement on Release Operations Based on the National Air Traffic Flow Management System” with the Central Southern Regional Air Traffic Management Bureau of the CAAC. According to the agreement, Macau International Airport will connect to the national air traffic flow management system, thereby incorporating flights departing from Macau International Airport bound for Zhuhai airspace into this system for unified coordination and release management to improve overall operational synergy.

The meeting was attended by delegations led by Mr. Miao Xuan, Director-General of the Air Traffic Management Bureau of the CAAC, Mr. Liu Chi-yung, Director-General of the HKCAD, and Mr. Pun Wa Kin, President of the AACM. 

 The aeronautical authorities of Mainland, Hong Kong and Macao held the Air Traffic Management Steering Group Meeting in Xi’an on May 19 & 20, 2026, jointly reviewing the airspace planning and operational effectiveness of the Guangdong-Hong Kong-Macao Greater Bay Area Development in 2025, and outlining key cooperation priorities for 2026.
