AACM adds three license categories to online applications New licence formats now officially in effect   2026-02-02

In alignment with the Macao SAR Government's initiative to advance electronic governance, the Civil Aviation Authority (AACM) has continued to enhance its online services. Today, 2 February 2026, the AACM has launched the second phase of the “Aeronautical License Management System Online Service (ALMS)”, thereby extending the range of technical licences and certificates available for online application. The newly added services encompass three categories: flight crew licence, air traffic controller licence, and flight operations officer licence.

The first phase of the ALMS was introduced in March 2024. Access is available at https://licensing.aacm.gov.mo/alms-pub , requiring authentication via the "One Account" personal portal. This phase initially provided four services: aircraft maintenance engineer licences, medical certificate renewal, examinations booking (for MAR-66, flight crew and language proficiency test), and declaration of license information/enforcement/accident and notification of injury and unfit (flight crew and air traffic control). With the implementation of the second phase, the AACM will proceed with further platform optimizations to enhance user convenience.

Furthermore, pursuant to Law No. 4/2025 – “Civil Aviation Activity Law”, the Official Gazette published the Dispatch of the Secretary for Transport and Public Works No.  56/2025 on 29 December 2025, approving "certain formats for licences and certificates", effective from 1 February 2026. Consequently, all newly issued technical personnel licences and certificates, as well as renewals of existing ones upon expiry, shall be produced and issued in accordance with these new formats. The updated format permits pilots to continue utilising their existing licences for operational duties during the renewal process, thereby resolving prior inconveniences associated with the mandatory surrender of physical licences. This measure affords greater flexibility in roster planning for pilots.


On 2 February 2026, the Civil Aviation Authority launched the second phase of the "Aeronautical License Management System Online Platform (ALMS)", expanding online applications for technical licences to include three additional categories: flight crew licence, air traffic controller licence, and flight operations officer licence.
