Process for submission for approval
The Macao SAR Government approved the Macau International Airport Master Plan (the Master Plan).
The Macao SAR Government incorporated the Master Plan into the Five-Year Development Plan of the Macao SAR (2016-2020).
The Macao SAR Government submitted the Master Plan to the Hong Kong and Macao Affairs Office of the Central Government proposing to reclaim a total of 172 hectares of land in gradual phases.
The Macao SAR Government visited the Hong Kong and Macao Affairs Office of the Central Government and the mainland authorities to present the Master Plan.
In accordance with the comments given by the mainland authorities, the Civil Aviation Authority carried out the water flow study and hence after revised the Master Plan accordingly, with the land reclamation adjusted to 149 hectares.
The Secretary for Transport Public Works and the President of the Civil Aviation Authority paid a visit to the Hong Kong and Macao Affairs Office of the Central Government in Beijing. The Macao Delegation listened to the views and instructions given by the Office. Both parties also underwent detailed discussions on the concerns that the Office held on the project.
In the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, one of the initiatives is to enhance the functions of the Macau International Airport, support the expansion of the airport and the development of the airport rsquo;s business aviation.
The Macao SAR Government re-submitted the revised report of the Master Plan together with all supplementary information to the Central Government in mid-March.
The Hong Kong and Macao Affairs Office of the State Council officially replied to the Macao SAR Government that the different ministries rendered support on the expansion of the airport and did not hold objection to the supplementary information.
The Macau International Airport will profit from the economic growth of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area and the operations of the Hong Kong-Zhuhai-Macao Bridge. In addition, the Macao airport will continue to benefit from the following factors: the increasing growth of the economy and the tourism of Macao, the increasing number of new routes to mainland China and the Asia Pacific Region, the launching of medium and long haul flights, the attraction of more low-cost carriers into Macao, the increasing demand for air transport in the newly developed markets in South East Asia, the increase in income which stimulates the desire of the Macao residents to travel, the convenience brought by the multi-modal transport link and among others.
Given the various advantageous factors above, we come up with the following forecasts for our future demand in air traffic:
- 11 Mpax between 2024 and 2026
- 15 Mpax between 2031 and 2037
Between 6.1% and 7.3% for 2017-2022
Between 3.4% and 4.8% for 2022-2027
Between 2.8% and 4.2% for 2027-2032
Between 2.2% and 3.6% for 2032-2037
- Cargo traffic will grow to around 7 tons in 2037.
- The business and general aviation will develop reaching about 5,200 annual movements in 2037.
Annual passenger volume forecasts of Macau International Airport
The closer cooperation among the cities in the Guangdong-Hong Kong-Macao Greater Bay Area and the move around of the people and the transport of cargo in the Area will bring about a higher demand for air transport. The airports in the Greater Bay Area should make good use of their own advantages to develop their industries and collaborate with each other in harmony. It is with great expectation that the passenger volume in each airport will sustain continuous growth.
The operations of the Macau International Airport have reached the maximum capacity. It is therefore with an urgent need that the Macau airport must undergo expansion. Having carefully studied the comments made by the different authorities in mainland China, the experts and the airport operators in Macao, and having carefully considered the environment in our neighbourhood, we have come up with the layout alternative that is workable and presents a good equilibrium for the development of our airport.
The two development phases are defined as follows:
Phase 1: 11 Mpax
The first development phase has been set to 11 Million passengers. This corresponds to the baseline forecast traffic volume around 2025.
Phase 2: 15 Mpax
The second development phase has been set to 15 Million passengers. This phase corresponds to the demand level projected in 2033 and 2041 for the baseline and the high scenarios respectively.
