LANGUAGE PROFICIENCY TEST EFFECTIVE FROM JANUARY 2019 ONWARDS

Introduction

In accordance with International Civil Aviation Organization (ICAO) Annex 1 – Personnel Licensing requirements, pilots, aeronautical station operators and air traffic controllers shall demonstrate the ability to speak and understand the language used for radiotelephony communications to the level specified. In Macao, the meeting of the language proficiency requirements (LPT) has been demonstrated by a language proficiency test approved by the Civil Aviation Authority of Macao (AACM).

As an ongoing effort to maintain the validity and effectiveness of the existing Language Proficiency Test, the LPT service provider of AACM has recently revised the format of the LPT (i.e. to TEA version 5.0). The new format is effective from January 2019 onwards. Same as before, the revised LPT still consists of 3 sections and is delivered by an interlocutor in a face-to-face manner. However, the revised LPT does contain considerable changes while most of the changes are introduced in Section Two. As such, it is advised to refer to the paragraph “Revised Test Section Summary” and paragraph “Audio and Video Samples” in this document for the detail descriptions, video and audio samples of the latest contents in the revised LPT.

Revised Test Sections Summary

Section One Interview
The candidate will be asked a series of questions related to the candidate’s role in aviation, and then to a specific aviation-related topic. There are no right or wrong answers – show the understanding of the questions by responding to them directly and fully. The examiner will ask the candidate further questions, to encourage the candidate to talk more about some of the things mentioned in the candidate’s  responses.

Section Two Interactive Communication
There are 3 parts – 2A, 2B and 2C. In each part, candidate will listen to a series of recordings of international speakers of English. Recordings will only be played once unless candidate asks for repetition, but will never be played a third time. Be aware that regular repetition will suggest that the candidate’s Comprehension is slower and this may affect the Comprehension score.

In Part 2A, the candidate will hear 6 recordings in which a pilot or controller is talking in a non-routine aviation situation. After each recording, the candidate should show the understanding of the situation fully by reporting the answers to 2 questions:  “what was the message?”, and “who do you think was speaking, a pilot or a controller?”. The Candidate will be given a Task Card to remind of these 2 questions. The examiner will ask the candidate to “report what you can”. Candidate should show the understanding of the situation by reporting it either in the candidate’s own words or using the words in the recording.  All the information in the situation is important.  This includes stating what the message was and who was speaking (whether it was a pilot or controller). If the candidate does not give all of the information, it will affect the score.

In Part 2B, the candidate will hear 4 longer recordings in which a pilot or controller describes a problem, says what they need, and gives some extra details. The examiner will give the candidate a pen to take notes on the Task Card. The candidate needs to report the message as fully as possible - the more details can be provided, the better. The candidate should describe the problem, says what the speaker needs and gives any extra details that the candidate can. If the candidate does not give all of the information, it will affect the score.

In Part 2C, the candidate will hear 3 short recordings in more general, non-routine situations. After each recording, the candidates has 20 seconds to ask the speaker questions to find out more about the situation. The candidate should show the understanding of the situation by asking as many relevant questions as possible. The examiner will also ask the candidate for any advice to be given to the speaker: again, the candidate should show the understanding of the situation by giving some relevant advices.

Section Three Picture Description and Discussion
Picture Description – the candidate will be given 2 connected pictures to describe and compare. The candidate will be shown the first picture and is given 30 seconds to describe it. The candidate will then be shown a second picture and be asked some questions about it. Finally, the candidate will be asked some questions about both pictures; and

Discussion – the candidate will take part in an interactive discussion of general aviation topics related to the pictures, and how aviation affects the wider world. The examiner will discuss these topics with the candidate to allow the candidate to show his/her ability to give opinions, speculate about the future and justify the candidate’s ideas. 

Test Results and Certificate

The test is scored according to the ICAO Language Proficiency Rating Scale. Candidate is given a score from 1 to 6 for the performance in Pronunciation, Structure, Vocabulary, Fluency, Comprehension and Interactions. The overall mark is the lowest of these scores which will be stated on the test result slip issued by AACM. Candidate who meets the language proficiency at the Operational Level (The overall mark of 4) or above will be endorsed accordingly in his/her license. In addition, all of this information is recorded on a proprietary certificate from the test service provider to the candidate separately.
